I think that it makes sense for the cloud platform to operate on a rent hours payment system, so developers get paid a share of the play hours players spend there, and players get access to any game for free this way. It doesn't make sense to add extra complexity to have them buy games and hours. Potentially it can be used for any app, like an editor or Word application. Or utility. The cloud platform menus can be designed in a neutral cheap way to make it for any kind of application. Imagine maybe Adobe Photoshop or something in a dumb terminal client. It makes an alternative to web based tools that also needs to be powerful.
